What is a PACE program?
The Program of All-Inclusive Care for the Elderly (PACE) is a unique health care model designed to help seniors (participants) stay safely in their home for as long as possible. PACE coordinates and provides or facilitates all medical care for its participants. Services are delivered across various settings, including on site at the PACE center, in the community, and in participant homes.

Responsibilities include but not limited to:
Strategic Leadership & Planning
- Develop and implement short and long-term transportation and logistics strategies aligned with PACE goals and participant needs.
- Establish performance metrics, monitor outcomes, and drive continuous improvement initiatives.
- Prepare and manage the department budget, ensuring fiscal responsibility and cost containment.
- Lead regulatory readiness efforts related to transportation, including audits and surveys.
Operations Management
- Oversee daily transportation operations, including routing, scheduling, dispatch, and coordination of participant transportation.
- Ensure timely, safe, and dignified transport for participants to medical appointments, day centers, and community services.
- Develop and maintain standard operating procedures (SOPs) for transportation and logistics.
- Analyze utilization, route efficiency, and capacity planning to optimize service delivery.
Fleet & Asset Management
- Oversee fleet acquisition, maintenance, inspections, repairs, and replacement planning.
- Ensure compliance with DOT, state, and local transportation regulations.
- Monitor vehicle safety, cleanliness, accessibility, and readiness.
- Manage fuel usage, maintenance contracts, and inventory related to transportation operations.
Staff Leadership & Development
- Recruit, hire, train, and supervise transportation supervisors, drivers and support staff.
- Ensure staff competencies related to defensive driving, passenger assistance, ADA requirements, dementia care, and participant safety.
- Conduct performance evaluations, coaching, corrective actions, and staff development planning.
- Foster a culture of safety, accountability, and participant-centered service.
Compliance, Safety & Risk Management
- Ensure compliance with CMS, PACE regulations, state requirements, and organizational policies.
- Oversee accident prevention programs, incident investigations, and corrective action plans.
- Maintain required documentation, reports, and records related to transportation services.
- Collaborate with Quality, Risk, and Compliance teams to address trends and mitigate risk.
Vendor & Contract Management
- Manage contracts with third-party transportation providers and service vendors.
- Monitor vendor performance, compliance, and service quality.
- Negotiate contracts and service agreements in collaboration with leadership.
Collaboration & Communication
- Work closely with the Interdisciplinary Team (IDT) to coordinate transportation supporting participant care plans.
- Partner with Clinic, Day Center, Home Care, and Facilities leadership to ensure seamless logistics.
- Serve as a key liaison for transportation-related concerns, escalations, and participant/family inquiries.
Reporting & Data Analysis
- Prepare and present regular reports on transportation metrics, incidents, costs, and performance trends.
- Utilize data to inform decision-making and process improvements.
Education and/or Experience Qualifications:
- Bachelor’s degree in Transportation Management, Logistics, Business Administration, Healthcare Administration, or related field preferred.
- Minium of 2 years’ experience in a health-related area.
- Minimum of 1 year experience working with the frail elderly population.
- Valid MI Drivers License and proof of vehicle registration and proof of insurance.
- CPR certification or willingness to obtain upon hire.
- 1 year PACE experience preferred.
